Velcro tape to Metal - Which glue 

I have a 20+ year old Corvette convertible and have been struggling to find the proper glue to hold a velcro strip (9") to the metal frame of the convertible top.  This velcro needs to hold the headliner in place, and gets a lot of strain from the sides of the velcro, not the length.

The velcro tape I use has a glue on the back of it already, and I have tried a sucession of three other auto grade adhesives.  Which Gorilla Glue would be the right one for the task? I am getting tired of having my headliner flapping in the wind. Thanks - R Stauffer

May I ask what the Velcro is made out of?  Plastic or Fabric Blend?  And will you be able to clamp this repair while the glue is curing?
